A beach on the US/Mexico border "where the Tijuana River deposits human waste, heavy metals, toxic poisons and other industrial effluvia from Mexico into the ocean" would seem like an unlikely site for a symbolic gesture of international brotherhood. But there, along a divide marked by a 20-foot-tall fence and Border Patrol stations, is where the world's first game of international border volleyball was played.
