If these were here in the U.S., I'd say it was someone who thought the plant was some kind of Improvised Explosive Devise. An IED buried in the dirt maybe?
Sorry. I am a passonate gardener but this is just silly. It's good it says "street artist" and not not "horticulturist". This is just cruel and I'd rather see the effort go to another direction. Real parks and forests and places where these plants could stand a chance to survival. Calin
I love it. I was surprised to learn that when the guerilla gardener returned, three plants had been watered already, and only one had been ripped out.

Well, I hope the plants are native to the region. I hate it when morons do what they think are genuinely nice things only to mess everything up.
