play big" said an opportunistic White House staffer, hoping his party can capitalize on yesterday's foiled terror plot in London. The fly in the ointment might be this news: that Bush and the Republicans were quietly trying to
divert $6 million in Homeland Security funds away from explosion-detection technologies. While six mil might not sound like a lot, it's in addition to $200 million in R&D money DHS failed to spend in recent years, forcing Congress to rescind the funds.
