If I was on the nominating panel for the Pulitzer Prize for photography, this Reuters shot by Larry Downing would probably get my vote. Taken during Cheney's keynote address to the U.S. Labor Department's National Summit on Retirement Savings in Washington on March 2, the cropping is fabulous.
