One page offers the report that the number of wealthy American's who pay no income tax whatsoever jumped 15% in 2002, to one in 431 high-income earners kittying up no money in taxes. One in 33 wealthy Americans paid less than a dime per dollar earned in tax (compared to an average of 13 cents per dollar paid by average Americans). Across the page, another story reveals that governmental secrecy has reached historic highs. A record 15.6 million government documents were classified last year, at the unimaginable cost of $7.2 billion to US taxpayers.
